Autodesk has now confirmed it's a bug and was told it's nominated to be in R2015 SP1.
Just to refresh, here's the steps you can take to crash C3D 2015.
1. Have any drawing with any survey database open.
2. Select a figure.
3. From the ribbon, select the Browse to Survey Data button.
4. From the panorama, right-click the figure and delete it.
5. Save changes from the panorama.
6. Crash.
How did something like this happen on release? It's a pretty basic task with C3D. This also should be fixed in a hotfix, not the next service pack.
