In every drawing you open (keep in mind that it's opening a template at startup)
What if you change your startup template dwt file?
What if you log in as a different user and start it up?
Wow, I haven't seen that message since LDD.
Did you try to see if this is profile related? Try to run it on a different Windows profile on the same machine and see if that is still an issue.
