Did Autodesk give us the option in pipe networks to change the bottom linetype to something different than the top linetype in profile?
Ex. Sanitary linetype has dashed on top and solid on bottom.....

The outer lines should be the same and the inner lines should be the same. Perhaps you have a line or another object that coincides with the bottom of pipe line? Did you regen the display?

No. We have to display the TOP linework as a linetype dashed or center and the bottom would be solid.

I misunderstood. The pipe style will not do that OOTB. You can draw linework or a profile over the bottom of pipe to get the look you need for plotting.
You can use part builder to create a custom pipe family that has a negligible wall thickness so you can set up a style that displays the outer wall as center and the inner wall as solid.

I wonder if adding a solid flow line to your pipe label (maybe the line is the only component in the label) would help.
