Can you set the background mask all the way back using DRAWORDER? Then lock that layer where background mask is and see if that helps.

I am having this issue with a rotated dimension. When I use TEXTEDIT I can apply a backrground mask, but it does not "take," meaning that when I close text editior, there is no mask regardless of draw order. When I open the PROPERTIES pane for this dimension there is no option for background mask under the Text category. I do have this option for leaders and it works perfectly.

Dimensions have a different setting than text; it's not called background mask. Look in the dim style editor, text tab and you'll see background colour (I think that is what it's called).

So, you have to create a unique DIMSTYLE just for background masks? You cannot do an object override

I just realized I am in a Civil3D forum. My issue is in AutoCAD LT. I have not yet tried this in Civil and am not sure if these commands/ objects are the same.

Thanks.

I don't see an option for background color on my Appurtenance label style.

It's called background mask within that style.

I have that box checked.  The only way I have been able to mask the pressure pipe labels is to make dozens of wipeouts.  Draw order helps.

Have your labels been dragged? If so, there is another setting in the dragged state within that style.

I'm having the same issue with Civil 3D 2023 for both pressure and gravity pipe labels. Did you ever find a solution other than the wipeouts?

Update -  I was able to get the background masks to work by switching my PDF plot settings to "lines overwrite" instead of "lines merge"
