Annotative functions not working properly

I have been using and template for 3 + years now and never had this problem.

I recently upgraded to Civil 3D 2013 and the automatic labeling and point group setting are not updating in model space.  I have Mtext I have created at Annotative and it is changing as it should but the other Civil 3D specific things will not scale.

As I change the anno scale in paper space they all update after a refresh but they stay at 1:1 in model space at all time.

 

Anyone have any idea why this would be?

If you change the drawing scale in Drawing Settings?

 

Is there a possibility this drawing was created by ExporttoAutoCAD?

No,  I simply change the Annotation Scale from the bottom of the CAD window.

 

I created the template using Civil 3D 2010.

 

 

Yesterday I was playing the newly updated DWT file...  when I open it as a dwg from Qnew and it works just fine... it seems to be just when I am in the .DWT file that it will not work properly ... 

 

Not sure why but I only ever work with it as a .DWG unless I am editing it.  

Still an issue but not going to worry about it if it works in the everyday use...
