I have also noticed that annotation does not work well with Civil 3D.
If I start a drawing using the default acad.dwt template and have simple
linework with annotative text and dimensions then there are no errors.
If I have any Civil 3D objects in the drawing, then annotation causes
errors like what you mentioned.
