Add Labels Dialog box not dragging downward

Is anyone else experiencing this?

 

Windows 10 Pro x64
Civil 3D 2018
Dell Precision 7720
i7 7700HQ
NVIDIA Quadro P3000
NVMe Samsung SSD 960 Boot
16 GB Ram

In 2012 SP3 they won't drag downward but will drag left / right for every label dialog I tried.

Surfaces, Alignment, Profile View etc.

I'm not seeing any benefit for dragging downward as all fields on dialog are visible and only contain one line options (never a listing of sorts). Maybe in this case this behavior is intentional.

Are your dialog boxes locked?  Look at the bottom right hand side of the screen and click on the lock...

You know what?  I have never tried it.  Just tried it and mine does the same thing in 2014.  I can drag to the right, but not down.  Might be by design.
