2014 startup annoyance

Everytime I start a new session, the attached pops up.

Is there any way to stop it?

Civil 3D 2018
Dell Precision 7720
i7 7700HQ
NVIDIA Quadro P3000
NVMe Samsung SSD 960 Boot
16 GB Ram

Pure guesswork here, but perhaps turning off the whole info center would help (if you don't use it.  I don't.)
