2013 Line Does Not Follow Osnap

When trying to draw or stretch a line or grip along an object in 2013 it does not follow the osnap like it does in 2012. For instance if I draw a line and then want to draw another line from the beginning of that line along that line using the nearest osnap and inputting a distance, the line follows the cursor rather than the snap. Has anyone else experience this?

Turn off your dynamic input.

Does not work with dynamic input off.  It does however, work if I turn on dynamic input and in the setting turn"Enable dimension input where possible" off and "Enable Pointer Input" on (DYNMODE = 1). Setting DYNPROMPT to 0 gets rid of most the annoing prompts. Same behavior on three different computers that I have tried. Works in 2012 with dynamic input off or on as long as "Enable Dimension Input where possible" is off.

Ah, I knew it was on or off.  Couldn't remember off the top of my head.
