2007 Slow Pull Down Menus

This has been posted on numerous pages, but none have helped.
We have 2 machines - pentium 4's with 3gigram, and 3.4g processors.
One is almost a year old. The other is brand new.

We upgraded from LDD 2006 to Civil 3D on the old one.
And Installed a new seat of Civil 3D on the new one.

The upgraded version works great in all aspects - speed, performance, everything.

The new version has problems - Civil 3D runs fine, no problem there. LDD/Survey is where we get the slowdown. It takes 30sec to 1min to get any of the pull down menus, (points, datacollection, labels, project, terrain) to do anything.

I have read all the many posts on this subject, all saying network problems, spyware, anti-virus, computer problems being the cause.

It is not networked - everything being on the local machine.
It's a new computer - no spyware.
Disabled antivirus software and disconnected from internet.
Brand new computer - pentium 4 with 3gigram, and 3.4g processor.

We have uninstalled/installed the program twice now, and installed all hotfixes and service packs. It only does it when useing LDD/Survey commands.

If anyone could help it would be greatly appreaciated. Thanks.
