Toolspace missing in autocad civil 2014 and "help" function no use.

My toolspace is missing and I try to follow the "help"'s instrcution. 
but the toolspace button is not in the palletes, plz look at the attached photo.
What should I do to call up the toolspace? thx

It appears your Workspace is set to Drafting & Annotation. Change it to the Civil3d workspace.
