How can I get the information of what a button does show up when you mouse over the button?

I checked Options > Display > Show Tool Tips and they are already checked. However the tool tips are not working.

The only other thing I could suggest is to do a repair or re-install. I tried looking at the variable (tooltips) but it's correct on my machine.
