Use Same Custom Profile and CUI for All Users

I just went through the setup of an ARG (profile export) file and a CUIX (menu) file.  I understand how it works and how to use them.  I have a public desktop shortcut that launches the program using the /P switch to apply the ARG file which applies the profile.

What I want to know is...

How do you make this work for all new users who login to a particular machine?  The UserDataCache is always gumming up my work somehow.  When a new user profile is being created the UserDataCache overwrites files that I place in the new user path.  It's not rocket science.  I want to

Automatically apply the same profile using the public shortcut.

Automatically copy the same CUIX file into their user profile path.
