How do you make both the Plan and Plan Low Detail both show in bold as being current in the display properties of a structural member?

Determine (or create) the Display Configuration for which you want to have both the Plan and Plan Low Detail Display Representations for Structural Members active.

Determine (or create) the Display Representation Set that is assigned to the Top view direction in the target Display Configuration.  In the Display Manager, edit that Display Representation Set and, in the Structural Member row, place a checkmark in the boxes in the Plan and Plan Low Detail Display Representation columns.  Select OK to save the changes to the drawing.

Set the target Display Configuration current and view drawing from the Top view direction.  Structural Members will display with the combined graphics of the Plan and Plan Low Detail Display Representations.  If you edit the display of a Structural Member object or style, both the Plan and Plan Low Detail will show in bold type, indicating that they are both current.

I am not sure how why you would want both the Medium and Low Detail display of a Structural Member on at the same time, but, it is possible.  The attached file shows a column in a top view, with both Medium and Low Detail turned on.

In the Display Manger, I made a copy of the Plan Display Representation Set, called Plan - Medium and Low Structural, and turned on the Plan Low Detail Display Representation for Structural Members.  (The Plan Display Representation for Structural Members was already turned on in this Display Representation Set.)

Still in the Display Manager, I made a copy of the Medium Detail Display Configuration, called Medium Detail - Medium and Low Structural, and changed the Display Representation Set for the Top view direction to the newly created Plan - Medium and Low Structural.

I clicked OK to register the changes and return to the drawing.  I changed the current Display Configuration to the new Medium Detail - Medium and Low Structural, and the previously placed structural member (column) shows both the Medium Detail and Low Detail graphics associated with the Structural Member Shape Definition used by the Structural Member Style.  The Structural Member Style was generated from the Structural Member Catalog (W14x211).
