Replace F1 Help with Macro

I have search everywhere to figure out how to replace the F1 key with a macro. I have read everything and tried everything. This is my last hope.

The Problem:
I have reassigned the F1 to Intersection Snap. What happens is that every time that I press F1 it opens help. When I return to ACA I can see in the command line the following:

So to me it looks like it is executing help and then picking up the reassigned value for F1. And in fact after I return to ACA I can snap to the intersection of whatever I need.

How to I get it to stop executing help?

I figured out the problem.

I had ACA 2010 installed without the express tools. When I reinstalled it with the express tools, the F1 reassignment worked as expected. So I guess one needs to have the express tool installed to get some of the CUI customizations to work.
