Setting Display Configuration Cut Planes @ PN - Level

Rather than have to set the default cut plan for EVERY drawing individually....why not make it part of the LEVEL portion of Project Navigator??

When creating each level, set up the Display Range Above, Below, and the Cut Plane for that particular level.  Any drawing assigned to that level adopts those default cut plane settings.

Would make setting up of project much quicker.  Currently it is set up assuming everyone working on project understands how display configurations work.  That's simply not the reality.  Set it up so the 1 guy that does know how everything works can set it up quicker for everyone else.
