I received a file from a consultant. I believe they have the same ADT2013 as we do with no add ons. when I am in a layout tab with multiple viewports, I can see all the viewports and they are active. Then I flip to another tab and back or just go into 1 of the viewports and back to PS. Then another viewport becauses non active. i usually have to go and turn it on. It only happens in this project. my maxactvp is set to 64. This file is a smaller file at 6mb. I usually work on files that are 20-30 mb and have no problem.
