Tool Palettes seem to be locked in place.

I've got a user in our office w/ tool palettes that will not float, move, minimize.  They are locked in place.  They will open/hide, but I don't have the ability to click on them and move them.

Any ideas on this one??

On the Application Status Bar, in the lower right corner, you should have a lock icon (in 2010 it is to the left of the Elevation control). Click on it, and you will get a pop-up menu listing items that can be locked. Choose an item to toggle its status. A check mark in front of an item indicates that item is currently locked. Clear the check marks from any items you do not want to lock.

I'll add that if you like having them locked and want to quickly change a palette location, press the 'Ctrl' key and move what you want.
