From AutoCAD Help for Mtext: "Note: To display the AutoStack Properties dialog box when you have suppressed automatic display, select stacked text, right-click, and click Properties on the shortcut menu. In the Stack Properties dialog box, click AutoStack."

You need to turn off AutoStacking.

First create a stacked fraction then select the
fraction -> right click an pick Stack Properties. When the Stack Propeties
box comes up click AutoStack. When the AutoStack Properties box comes up remove
the check to Enable AutoStacking. See help for more info.
