New layers and Layer States

Not sure if this is the right place to post this, but here it goes, simple thing really.
When you add a new layer to a dwg, it does not automatically get turned off when
restoring a previously saved layer state. I know about the option to check mark:

"Turn off layers not found in layer state"

However, I write alot of short and sweet lisp routines that uses the command line to restore states
like for plotting and whatnot.

Restoring a layer state from the command line does not recognize that "Turn off layers not found in layer state"
is check marked and will not automatically turn off the new layer when I restore a previously saved layer state.

My question is, has there been a patch or fix for this item? or can you point me in the right direction to look at fixing
this? (Besides resaving the layer state in all dwg's as there are alot of em.)

Since the command line -LAYER simply does not offer the option, and never
has to date in previous versions, there is no 'patch' as it is not really
the same as LAYERSTATE command, just a subset.

Post in the Customization area for Lisp and see if anyone can help you crack
the command you want at the command line, LAYERSTATE.
