Level within a Level

As I begin to prepare for our office transition from ABS 2007.1 to AutoCAD Arch/MEP I have a question regarding levels and Project Navigator.

In R 2007.1, I found it didn't like, or had issues, when you tried to have a Level (Mezzanine @ 10'-0" AFF, for example) within another level (First Floor w/ Finish Floor @ 0'-0" and Second Floor @ 16'-8"). It always wanted to top off the First Floor @ 10'-0" AFF for the entire floor. Overlapping was not allowed.

Has this been brought up before/addressed/fixed in later additions?

Just wondering what some of the UNDOCUMENTED changes over the last 3 years are...
