Help!! Properties feature not available

AutoCAD Architect 2009 - After being away for many months, I opened a file to extract information and details.  I am not able to obtain the Properties of any line, block or other object.  Symbol shows on ribbon.  When I slect it the screen blinks but no dialog box appears.  Same condition and results when I use the command line and the drop down AutoCAD feature on the tool bar.

Without the Properties tab or quick tab, I cannot change the various elements of an opject.

Look for guidance.  Where did the feature go and how did it likely go there?

Is PICKFIRST set to 1?  If not, set it to 1 and properties of a selected item should display in the Properties palette and elsewhere.
