Creating Horiz Plan

I have attached my steel framing plan. The model is laid out on a col grid with col tags. If you look at my created single line plan you see the colum bubble text does not generate. does anyone know how to generate tags so that I do not have to manually place them. The column bubble mvblock can't even place with out a grid. Any help would be deeply appreciated.
