Autocad 2013 locked in a command

when opening an existing drawing file or even just running autocad from the icon the commandline stops at the following line: 

Loading AEC Publish UI...

 

the drawing is visible but no action can be performed. zoom or pan or drawing commands cannot go through since there is a command in progress (which must be the Loading AEC Publish UI.)  

 

does anyone have any tips?  we've unistalled autocad 2013 and reinstalled from the online subscription at Autodesk.

Autodesk recommended uninstall/reinstall procedures are as follows
Uninstall: http://usa.autodesk.com/getdoc/id=TS45252
Reinstall (for XP/Vista users): http://usa.autodesk.com/getdoc/id=TS75218

Ensure the user installing/uninstalling and using the product have enough rights to do so (install and reinstall as local administrator):
