AutoCAD Architecture - Annotation Scale

I'm new to Autocad, and have Autocad Architecture 2014. I open Autocad > Drawing Setup > 'Scale' tab > Change the scale from 1:100 to (any) > OK.

 

Again Drawing Setup > The scale again set to 1:100.

 

What am I doing wrong?

Many releases ago, you could use the scale list on the Scale tab of the Drawing Setup dialog to set the drawing scale.  With the addition of the Scale Control on the Drawing Window Status Bar, that was no longer necessary, and now that list is only used to associate a scale with a particular Display Configuration (if you desire to do so); it does not allow you to set the drawing scale.
