ANNO TECT - CONFUSED

Please see attached. The note CONCRETE CEILING is annotative and has a scale of only 1/8". Model space annotsative scale is set to 3/4". Why is this note showing up?

ANNOALLVISIBLE is set to 1.  This causes all annotative objects, even those that do not have the current drawing scale assigned, to display.  Setting it to 0 will get rid of the concrete ceiling note.
