Unable to save change to right click customizat ion

When I change the User Preferences "right click customization" to "Repeat Last Command" and "ENTER" then hit "Apply & Close" it reverts back to the default settings.

Do any other settings in OPTIONS not stick either? Most likely I suspect, unless it resets when you restart AutoCAD or open a new drawing. Post back.
Consider turning on TIME SENSITIVE RIGHT-CLICK, adjust the millisecond time setting if needed, and avoid losing about have the program's ability by not having access to features.

you could then start with answering the question pendean asked:
- Do any other settings in OPTIONS not stick either?
If also other options are not saved that might be a problem saving the settings to the registry. Either a technical problem or a security settings avoiding it.

Everything else works fine. In fact, I can actually save any two of the three right click customization options below the time sensitive option. I cannot enable all three at once. As soon as I do that, Autocad unchecks the box to allow right click customization.

Repair does nothing. Still can't enable all three options that I want. I attached a picture showing what I would like to do.

The "all three" you want is the same as unchecking the SHORTCUT MENUS IN DRAWING AREA on the main pop-up before the one you posted. Seems to stick here just fine.
SHORTCUTMENU variable set to 0 (zero) does the same: if this changes, you have an add-on or startup that is doing it for you. 2013 works fine otherwise.

I have the box unchecked, because I wanted "all three" and when I type "L" and press right click, nothing happens. However if I type "L" and then press "Enter" I am able to draw a line. These two methods are not identical. What I want the right click to do is simulate pressing "Enter" in this mode like it did in Autocad 2002, 2006, 2007, 2008, 2009, 2010, and 2012. I am not sure if the function was inconsistent in the other releases as these are the only ones I have used.

As Dean suggested, this could very well have something to do with an add-on. I recently had a case with a user who had Thermal Desktop in use with AutoCAD Mechanical 2012, and the time-sensitive setting kept getting switched off. We tested it out and it only appeared to uncheck when he opened a drawing file that contained Thermal Desktop objects. When opening plain AutoCAD drawings, the setting seemed to hold.
Do you happen to be using any 3rd-party add-on software, such as Thermal Desktop?
