AutoDesk recently released an AutoCAD update for 2013 (SP1) which appears to have fixed the scale factor issue.  Since I've installed the update, I so far haven't experienced the error when attempting to recreate the error following the same steps on the same drawings.

-Thanks for sharing ideas and suggestions to work around the issue during the interim.

That service pack was pulled-back apparently?

I corresponded with Autodesk support about this and they pointed me to the Beta of the patch (for both full and LT).  They told me I was welcome to share this link with you, so here goes:

You need to join the 'Autodesk Feedback Community' to have access to the beta.

So far as I can tell, this has resolved the problem for me, in LT 2013.

I've had this problem all day as well.  The bizarre thing is that I have copied bubble-notes, so they're essentially the same items, and this happens only with about half of them.  I have a leader intersecting with a circle.

I'm amused that in less than 2 workdays I've managed to find 3 bugs that I've had to contact my reseller about:  They  can't find a solution to any of them, and had to log it with Autodesk.  Wonder if cutbacks forced them to eliminate product testing.

Just do the math to to scale it to the right size....turn off Osnap then scale it.....turn it back on and move it where you need to....it is an annoyance....but thats the only thing i could find works....

Just tried the link above and it is no longer available. I just upgraded to LT 2013 a few weeks ago and this is the first major bug I have encountered and it is a whopper.

I am working in a large drawing and needed to scale the entire drawing from an unknown scale to millimeters so I needed to use the reference option instead of a scale factor. After reading this thread I finally opened the drawing in 2008, glad I still have it, and scaled it there with no problem.

I also submitted a bug report and hope this is fixed soon as scaling is a necessary tool that doesn't need 10 extra steps as a workaround!

FYI I did try the work around of turning the OSNAP on and off but that really slows down what should be a simple process. AutoDesk? are you listening? Please don't take the gloss off my joy at finally getting an upgrade.

OK, I just got a reply back from AutoDesk about a fix and the command works properly now. Yippee!
