Image Shifting in Paper Space

I am having an issue with my designs not lining up with my background aerial images when I zoom in and out in paper space.
Everying remains lined up in model space, it is just paper space where I have the issues.
This is only an issue when I use the dview comand and have twisted my drawings. Does anyone have a suggestion?

Hi,
do you have the problem now with AutoCAD 2013 or with >>>2011<<< ? Or both?
What graphic card do you have?
have you activated or deactivated the hardware-acceleration?
Can you give some info about hardware and software you are using?

One suggestion:
Make certain you didn't inadvertantly shift your Z-axis. When your Z-axis is off fractionally, items can appear to be shifted. The DVIEW Points, Target, and Points options are all prime candidates for an accidental Z-axis shift.

Hey the problem is with AutoCAD 2013 ... but has also happend to others with older versions of AutoCAD in the office
The computer has a 1024 MB graphic card - 7.1 / 8
AMD Radeon HD 6600 Series
we are currently looking into the hardware acceleration

I have been having same problem for over 3 years now.
Civl3d 2009.
I thought it was fixed by using VIEW command in viewport (type VIEW in command line while in model space of viewport), toggle perspective on (scary image), toggle off. Image seemed to stay put.
This is not working anymore.
I now put a bold disclaimer on all drawings....."image shifted due to inherent failures of Autodesk products and the company's inability to address software problems"
not really...but it is frustrating that this glitch is not addressed properly and has been posted several times in discussion forums.
