I cannot reproduce the error on my system, even with hjouzou's CUIX loaded. I wonder if this is indeed an issue with migrated settings coming from too distant of a version of AutoCAD, having some data corruption, acquiring some data corruption during the migration process, or having been migrated through too many versions of AutoCAD over the years (er, I guess some of those overlap each other).
Can you guys try resetting AutoCAD to defaults or test a new user account to see if the problem still occurs?

Yes Steven, this is exactly the thing I am talking about and your solution is exactly the one I did to solve it! Yet Autodesk have to find a solution for it because it looks like a silly bug! Whenever you assign the Quickcalculator Pallet Orientation "Right" or "Left" in the CUI interface, save the CUI and close AutoCAD, the next time you open it you will get that error! And when you press continue, you will see the Quickcalculator pallet floating in the middle of the screen!
Autodesk guys..Any clues?

Bryce,
I reset to default setting and anchored the calculator to the right, closed & i still got the error. I've reproduced this error with 3 other users in our office. None of them use the calculator so i don't see the migration process affecting their calculator. It only happened when i added the calculator & anchored it...

Finally, I managed to reproduce the error on my laptop. It won't happen on my desktop system though, for some reason. I also found a report logged with our development team on the problem during beta testing of AutoCAD 2013. It looks like something sifted through to the release version. So it's on the to-do list to be fixed, but no ETA.

I had exactly the same error message. I have found a simple workaround; at least it resolved the issue on both my Desktop and Laptop. Open Quick Calc, there is a ‘More’ button to the right of where it says ‘Basic Calculator Mode, Click this to show the basic number pad. Now you can dock and anchor the Quick Calc window. Close and reopen the program, hopefully you should now not get the error message.
It appears that not having the number pad expanded ONLY when the window is docked and anchored causes the error message.
