We don't use annotative dimensions.  There are no third party apps.

Annotation scales exist, whether you use annotation dim/text styles, blocks, or otherwise.  In fact, those *not* using them are frequently the ones with the excess scale lists, on the basis of "out of sight out of mind".

We've had a few drawings come in with tens of thousands of excess scales despite no annotative content.
