I think the point was, those who aren't frustrated don't have much need to post here, or are at least busy enough with work that posting is less important. Therefore the viewpoints here are a bit skewed.

If your using ACA, then the standard AutoCAD cuix might not be loaded. Go into the customize user interface and load the "ACAD.cuix" partial customization file, select customize workspace, then under the list of partial customization files expand "ACAD" and select the menus and toolbars you want to see. Insure menubar is set to 1. Architecture specific commands only appear in the ribbon and tool palettes, however, so you'll need those for that.

try this
command: CUILOAD
then search for ACAD.CUI and load it

I am not sure which program you are upgrading but will start with some preliminary suggestions:
If your goal is to work in ACA 2013 as AutoCAD 2013 using the classic workspace, then:
Command: Options -> Profiles -> AutoCAD
After selecting AutoCAD as the profile, use the workspace switcher to choose "AutoCAD Classic". That will give you the pulldown menus. To automatically launch the program with that workspace, run the setup to add the Autocad profile desktop icon or edit the shortcut on the desktop to switch the profile.
If your goal is to work in ACA as if you were in ACA 2009, you may want to either migrate your menu from ACA 2009 or copy the CUI file in the ACA 2009 folder to your ACA 2013 folder. Migration may be more automatic but will have the danger of making switching back to the more modern interface more difficult. I would think twice about getting rid of the ribbon in ACA 2013 since the contextual tabs make editing ACA object much easier than the right click interface.
The menu command can be used to select the 2009 cui interface copy. Don't just point to the old 2009 CUI because they changed the CUI format since 2009 and saving it will damage your ability to use 2009 ACA.
No ACA versions since 2009 have had an ACA.cui which included the pulldown menus and toolbars.

Hi Mark,
Try searching through the ACA forum for 'Classic', you'll get what you need. Here is a post that has the 2009 pull down menus in it. Personally I prefer the ribbon over the pull downs, but to each his own. The only way to get the functions of ACA with a classic look is heavy customizing.
As for the advice given to load the ACAD.cuix along with the ACA.cuix, I would say that is not a good idea. I've seen a lot of posts with people complaining about slow performance and grayed out ribbons, the culprit has been two competing CUIs loaded. You would be better off transfering the portions of the ACAD.cuix that you want/need to the ACA.cuix. Here is a helpful post detailing it.
