undock the tools bar

I mistakenly pressed docked, and the whole tool bar is gone, don't know how to get it back.

I get back some of the ribbon by typing command: ribbon

however, the main tab come back, but not the sub title.

Command CUI

Expand Workspaces.

Highlight the desired Workspace.

Expand Toolbars in the left pane.

In the top-right pane is a button called "Customize Workspaces". Select that.

Check the desired boxes in the left pane.

Select the "Done" button.

Apply.

OK.

Switch to a different workspace (something other than Drafting and Annotation) and then switch back.  It should come back if you're using the default workspace save settings.
