Can someone tells me what is the meaning of this sysmbol shown in my attached file, enclosed by green circle..

and what is the purpose and how to turn off that command. thanks

It's a geometric constraint symbol. 

To delete it, type DELCONSTRAINT then select objects that have that symbol. Or you can just type ALL to delete all constraint, if you use it accidentally.

Check CONSTRAINTINFER variable. Change it to 0, if you don't want AutoCAD to constraint objects automatically.

It's possible you accidentally turned on "Infer Constraints" by clicking the toggle in the status bar along the bottom of the application window.  If this feature is not needed (or becomes a nuisance) the toggle itself can be turned off:
