pdf underlay layers on/off

pdf has the same layer state as these were in autocad file

this pdf is  attached as pdf underlay is it possible/ how to on/off the layers of this underlay

AFAIK, no.  not in Acad.  Essentially in Acad a PDF Underlay is a picture, with very little you can do to it in Cad.  What i'd suggest is setting the layers on/off as desired in Acrobat Pro (not just reader) and saving to a different name, and then attaching that.

In 2015, after selecting the underlay (ATTACHed) .pdf, you'll find "Edit Layers" in the contextual Ribbon.  The type-in command is ULAYERS!
