how to turn off popup tips in dialogue boxes

How do I turn off the tips that come up in the Plot and other dialogue boxes everytime I roll my mouse over something in the box?  See attached picture that points out what I do not want to show.

Type in TOOLTIPS, set the value to 0.

Unfortunately, that turns off ALL the tooltips.  I only want to turn off the balloon explanations that pop up in dialogue boxes.

As far as I know, it's either all or none.

Go into Options and turn off Balloon Notifications under Systems Tab and InfoCenter.

Does not do it. See attached.  Pop up still happening, at least in the print dialogue.

Okay, I see.... My option turned off the balloons that pop up when grip editing.... Your looking for a way to get rid of the Tooltips ONLY in the plot window and keep the tooltips for the ribbon commands, is this Correct?
