The short answer is you can't turn them off.

This issue was addressed in AutoCAD 2015 Service Pack 1. If you install it, you can then set the new system variable, CURSORBADGE to 0 to turn them off.

You are correct... There is no "0" setting.
1 = Cursorbadges OFF
2 = Cursorbadges ON
I attempted this but the option zero (0) is not available in 2015 even after the Service Pack 1 update.
Correct -- setting CURSORBADGES to 1 will eliminate them.
It's counter-intuitive to have a 1 and 2 setting, but no Zero, and is inconsistent with the way most Setvars in Acad work, but there you go...
hit ctrl then right click, then click osnap settings. in dynamic input tab click off all checked.. hit ok and should be good.
