SYSVLDG will give you exactly that.

Where should I be entering that? Command line? It says "unknown command". Went to help - guess how helpful that was? It say "no results found". It must be me.

FYI - When you have the help system variable list up, left click on any variable and it will bring up a screen that tells you what each toggle does!

You must not have Express Tools loaded or you are using LT?
