Unable to “copy” or “export” from the attached dwg file,

Unable to “copy” or “export” from the attached dwg file,

 

I couldn’t figure out what the “copy” or “export” are not working when applied in the attached dwg file

 

 

What might be the issue here?

Delete both layouts, then try again.

I got a proxy notice when I opened your "export to a layout" file: You saved your file down to R2010 but you use 2013? So you created a bunch of Proxy Objects that can't be copied in lower versions and probably create the issues that way.

I cleared all the proxy objects and I can now copy and export with no issues in 2013/2014/2015. There are freeware and lisps out there to help you remove them.

Deleting the layouts solve the issue
