Tow questions about template selection and startup system variable

I'm not new to AutoCad but have Tow question?

1- what is difference when select to open acad.dwt and open with no template - Imperial ? I mean what difference in file settings .. both file same units and limits .. is that the color dependent plot style in acad.dwt only ?

2- what is the difference between STARTUP (System Variable) Values 2 and three ... I'm confused .. is there an example to apply?
