I don't have a solution, but I am seeing the same issue with blank MText panels in AutoCAD MEP 2015.  (the panels are populated in vanilla AutoCAD2015)

As a temporary workaround, you might try changing MTEXTTOOLBAR = 1 so you have access to all the Mtext editor functions while the Ribbon/CUI is not working properly.

Hi Brendan,

It appears there is an error that occurs when migrating from a previous release that affects the tools in the Text Editor Contextual Tab. This issue has been reported to the development team for investigation.

Resetting the program to defaults should restore the tools on the contextual tab.

Let us know if this restores it for you.
