I tried all the ways (I know) to make length, height and rotation adjustable for this block, but without success.
I created a block with 2 heights - 15 and 25 cm - 'cause I was unable to create something with constraints.
And, if I use parametric constraints, the rotation make the block loose its shape.
Can someone help me?

It's just a matter of watching what is and isn't included in the selections. I've changed the block without constraints (I use LT which doesn't use constraints), and in all cases I have seen constraints always cause problems. The rotate parameter needs to extend to enclose all the geometry and parameters that it will be working on.
Ok, thank you.
But I tried to replicate the same behavior in the vertical stretch, but it did not work. I looked carefully for what you did in the block editor, tried to do the same, but didn't work.
My steps:
- select linear parameter and set to the two left corners
- select stretch action
- select the linear parameter
- choose top left corner as parameter point
- set the same strech frame as you did
- select the 2 horizontal center lines
- enter
The behavior of these 2 lines is always following the mouse cursor, and not proportional as your example.
I simplified both blocks (your and mine) for you (or someone) see what am I missing.
Thanks.
