Modlespace locked to a plan view

I have received a drawing from a consultant that appears to be locked to a plan view.

I have no idea how this has been done and I would like to switch it off.

Just to be clear it is locked in the modelspace tab not a viewport.

Anyone have any suggestions?

This is a shot in the dark, but give this a try.

 

In modelspace ---Type 'Z' to enter the Zoom the command --- Then type .2x and hit enter.

 

This forces modelspace to zoom out. Sometimes it will get locked when it needs to regen. I'm not sure if this is the same issue you have encountered.
