I can not turn snap off

I have tried everything to turn it off, but the pointing device keeps snapping to some point  or something.

f3 F10 F9 all the settings, turned everything off, but nothing makes the snap disappear.

i have nothing drawn in the template, and no mather what template i open , the same problem occurs, the snap makes it impossible to make a decent drawing

    I think what's happening is that your 'Running Object Snap' ( totally different) is on. That setting can be changed in Options.     LL
