Get current layer state

Hi guys

I was having trouble changing my layer sates: even if I change the layer states, it always appears "Unsaved Layer State". I`d like it to be shown as "INTERNAL LAYOUT", "TECHNICAL DRAWING", or any of my other layer states when I click'em

What should I check?
