The solution to AutoCAD 2015 is to stay with a previous release (version) until Autodesk gets their act together or use AutoCAD 2015 if you are an entry level, beginner user. The features in AutoCAD 2015 are ideal for the beginner.

I made a workaround lisp too. When you try to get the Effective Name of the block it would error out.
(vla-get-EffectiveName block)

ok, I have an old macro (when I first starting learning about lisp) but i don't have an issue with so it has survived... That is, until now

when using this after our title block has been inserted into the drawing it will produce the problem stated earlier.
