We have published one free software 'non-deleteable watermark' for AutoCAD. You can search it using keywords 'non-deleteable
watermark'.
Draw Non-deletable watermark in AutoCAD, and the watermark can be dispalyed without ObjectArx loaded, and will never be deleted. Any
lines, arcs, circles, texts, polylines and inserts can be used to make non-deletable watermark. It can automaticlly filled in
rectangle area with defined rows and columns. The size and color of watermarks can be defined too. Default values are predefined for
easy using.

After so many trials this seems to be a perfect alternative for Watermarks in Autcad.
1. Create a JPEG Image of your watermark ( Your cmpny logo etc) ,make sure it is alligned as per your requirement.
2. Import Image in to Autcoad using Insert raster image reference.
3. Select the Image and make it a block.
4. Adjust levels of fade so that the text is trasparent.
5. Now on paperspace, create a single view port and make sure the image is set as per ur requirement.
6. Add another Viewport overlaping the first one such that the Viewport1( Watermark is in the background).
7. Keep copying the page setup to avoid repetations.

I watermark for a client. It is very helpful to have a little annoying pattern over the work if the client demands it before payment. It is kind of like riding in the passenger seat while the random person takes the test drive. There is no watermark function but you can think outside the box a bit. Here is what I do:
1. Create a layer called 'Watermark Pattern" Change it to a dull color and make the transparency 65
2. make a big hatch that covers the entire sheet that you want to plot and create a pattern (or use an existing pattern). Then you can change the layer to the one you created.
3. Any text you want to add, you can say "PROPERTY OF ____. AFTER PAYMENT FOR PRODUCT, WATERMARK WILL BE REMOVED" or something. Make that text the same layer.

many people have posted some creative ideas to solve the watermark feature that you're looking for, I thought to mention you could also opt for a simple Plot Stamp that you could apply to all the drawings that your plot (paper or pdf), the stamp can read any specific sentence that you want to be applied on all your drawings and placed at consistent location across your set.

I might be late to the party but I used a invisible attribute with a light transparency on it's own locked layer. It is not visible until you explode the block, then the TAG shows up

It's your choice, doesn't matter which way you go.
If you have just few layouts, I prefer to create Text in layouts,
for much more layouts with multiple layouts, modelspace.
if you need to publish/print multiple drawings with a watermark ( say DRAFT for example) and use your title block as an Xref, just edit the title block with the text across the page with the transparency you want, and it will show on all your drawings, you can print it in one go and can remove the watermark just as easily when you want to make the final print.
For me it was just a matter of creating a simple text and making sure "Plot transparency" was on.
