I am trying to create a block and include attributes that have the background masked.  I know how to mask the background in mtext but am curious if it is possible to do on attributes.

You can - you have to select "Multiple lines" in Attribute Definition window (ATTDEF command).

Than after you enter Tag and Prompt values, click on [...] box for Default. Next, specify location of attribute and select Background Mask from options icon at Text Formatting toolbar.
