AutoCAD 2014 wipeout draw order

When inserted from the tool palette, certain dynamic block wipeouts display in front.  However, the block displays correctly in the block's source file.  I have gone into the block editor and sent the wipeout to the back, but the wipeout still displays in front.  Any ideas as to keeping the wipeouts in the correct draw order?

Please test with the attached DWG file.  Open it up and drag the block to your tool palette.  Then, create a brand new drawing and see if the draw order is maintained when you insert it using the tool palette.  It works for me here, so please let me know what happens on your system.  If you have a sample drawing in which you can reproduce the problem behavior, please feel free to attach it here and I'll be happy to check it out.
