Attributes not staying with the block

I work for a company that has several AutoCad seats. I have created a block with 4 attributes. On my computer and others the block works fine. On one computer 3 of the 4 attributes are placed at 0,0 instead of with the block.

What causes this and how do I fix the problem?

Is it possible the other user has a variation of that block definition (perhaps an earlier version, embedded in the current DWG or template) in which those attributes were located at 0,0?  Does ATTSYNC resolve it?
